Arizona Public Service Co. recently opened a solar power plant near Gila Bend, Arizona that brings the state's largest utility closer to its renewable-energy goals.  The Gila Bend Solar Power Plant is the newest in APS' Arizona Sun program, which now includes seven solar-energy plants around the states.  Two more solar plants are in the permitting and planning stages.

the Arizona Corporation Commission has a number of functions, but one of the most important is the regulation of utilities.  There is a rule change before the Commission now that could cost Arizonans $9 billion over the next five years.  If approved, it would do away with requirements for utilities to increase energy efficiency through programs that reduce consumption.
